University Council

The University Council is the supreme governing body of the institution. It holds broad authority over the university's academic, administrative, and financial management. The Council is composed of the university president, their deputies, and the faculties deans.

This governing body plays a pivotal role in shaping the university's future. It is responsible for defining the institution's overarching vision, establishing its policies and strategic plan. The Council also provides oversight of the university's academic, research, and administrative operations. Additionally, it works to enhance student life, promote scientific inquiry, and cultivate partnerships with academic, economic, governmental, and civic institutions. These efforts collectively contribute to the development of the university and its service to the community.

Since its establishment, USAL has set the goal of providing its students with a comprehensive academic experience. It has sought to achieve this goal by ensuring distinguished academic programs and developing them to meet the changing needs of its students. USAL has also assembled an efficient and specialized academic team, passionate about using innovative teaching methods. Additionally, the university has completed and developed its infrastructure within a structural framework governed by systems and reinforced by a robust quality system.

USAL is committed to moving forward to achieve its vision of being the student's choice, aspiring to excellence. This vision is driven by the university's mission and values, as it strives to overcome any obstacles in its path.

The University Council undertakes the following tasks:

Academic Policy Setting: Defining policies related to academic curricula, admission, academic assessment, and quality assurance.

Approval of Academic Programs: Reviewing and approving new academic programs and amendments to existing programs, including the approval of granting academic degrees and certificates.

Strategic Planning: Participating in the development of the university’s strategic plan and defining academic and research objectives.

Oversight of Academic Performance: Monitoring the implementation of academic policies and evaluating the academic performance of the various departments and faculties.

Budget and Resources: Providing recommendations on the distribution of financial and human resources to support academic and research programs.

Development of the Academic Cadre: Approving the appointment and promotion of faculty members and developing policies for professional development.

Scientific Research: Enhancing and supporting scientific research by providing the necessary funding and resources, and identifying research priorities.

Student Affairs: Supervising student activities and services, and ensuring a supportive educational environment.

External Relations: Enhancing academic cooperation with other universities and institutions, and participating in international programs.

Quality Assurance: Overseeing the academic accreditation processes and ensuring the achievement of academic standards.

Dr. Mohammad Reda Fadlallah

President of the University of Sciences and Arts in Lebanon - USAL since 2012.Holds a PhD in History from the Faculty of Arts, Lebanese University, in 1994. He holds a D.E.A. (Diploma of Advanced Studies) in Didactics of Physics from the University of Paris, in 1974. He held the position of Supervisor of Educational Affairs and then the Department of Authorship at Al-Mustafa (PBUH) schools (1990-2012).

His key research and publications include: Towards an Administrative Theory in the State - The Teacher and Education - Strategies for Religious Education - Culture of the Expert - The Expert between Mathematics and Science. He has numerous educational and instructional contributions, the most important of which are: Participation in discussing the educational advancement plan - Participation in developing financial education curricula - Participation in formulating positive education curricula - Participation in authoring science textbooks for the elementary stage.

Dr. Nasri Harb
Dr. Nasri Harb

Holds a PhD degree from the University of Quebec in Montreal, Canada, in 2001.
Promoted to the rank of Associate Professor at the United Arab Emirates University in 2008.
Appointed as Dean of the Business Administration College at the American University of Technology (AUT) in Jbeil, Lebanon, in 2010.
Joined the Lebanese University of Arts and Sciences (USAL) as Dean of the Faculty of Administrative, Financial, and Economic Sciences in 2013, and was promoted to the rank of Professor in 2023.
Participated in several academic committees on curriculum development.
Published numerous articles related to Middle East economics in the fields of growth, oil, and finance.
Conducted several research projects related to income distribution. Received multiple grants to conduct field studies on labor economics and economics education. He is also a peer reviewer for several international economic journals.

Dr. Ahmad Fadlallah
Dr. Ahmad Fadlallah

Holds a degree in Communications Engineering from the Lebanese University in 2001.
Obtained a Ph.D. from Telecom Paris University in France in 2008.
Joined the Arab Open University in Lebanon and was appointed in 2010 as Coordinator of the Bachelor's program in Informatics and later Coordinator of the Master's program in Information Security.
In 2016, he joined the Lebanese University of Arts and Sciences (USAL) as Dean of the Faculty of Arts and Sciences.
Published numerous research articles related to network and information security in peer-reviewed journals and conferences.

Dr. Yasser Fadlallah

Holds a Ph.D. from Telecom Bretagne University in France in 2013.
Worked as a researcher at Orange Communications company in 2014, then joined as a lecturer at INSA Lyon University and as a researcher at INRIA laboratories in France until the end of 2017.
Appointed as Head of the Computer Science Department at the Lebanese University of Arts and Sciences (USAL) since 2016.
Holds the position of Vice President for Administrative and Financial Affairs since 2021.
Promoted to the rank of Associate Professor in 2021.
Currently chairs the Cybersecurity Research Center Association in Lebanon and SimBrain Solutions company.
Published more than 20 scientific papers in the world's top-ranked journals related to the 4th and 5th generations of communications, as well as several research papers on the current state of cybersecurity in Lebanon.

Dr. Walid Hammoud
Dr. Walid Hammoud

Holds a Ph.D. in Educational Sciences from the University of Western Brittany.
Worked in educational supervision in Mabarat institutions, has experience in teaching at the Lebanese and Jesuit universities, and supervises master's and doctoral theses.
Currently holds the position of Coordinator of the General Planning Authority at the Center for Educational Research and Development at the Ministry of Education, and is responsible for the curriculum development workshop in Lebanon.
Has published in the field of educational assessment, distance learning, and emancipatory education, and is the author of an academic book used in education faculties in multiple universities.
