The University of Sciences and Arts in Lebanon USAL signed an academic cooperation protocol with the General Directorate of Internal Security Forces (ISF), in the presence of the ISF Director General, Major General Raed Abdullah, and the University President, Professor Dr. Mohammad Rida Fadlallah. The protocol was signed in Major General Abdullah’s office at the ISF headquarters, with the attendance of a university delegation and several senior officers.
The protocol enables students from the ISF personnel and their families to pursue their university studies, with financial grants provided to facilitate tuition payments. It also stipulates the enhancement of academic cooperation between the two parties through organizing specialized programs and training courses, as well as exchanging practical expertise between the university faculty members and ISF experts, allowing students to benefit from real-world experiences.
The cooperation extends to the research field, enabling both parties to implement joint scientific projects, whether through specialized studies or consultancy tasks, while fully maintaining the confidentiality of research and security-related information. The protocol also includes organizing specific training courses to contribute to the development of students’ practical and professional skills.
The protocol emphasizes transparency and full compliance with university regulations, with clear mechanisms established to monitor and supervise its implementation, ensuring that all provisions are properly executed. It reflects a shared vision to develop education in line with the needs of national institutions and to strengthen communication between universities and security agencies to maximize benefits for students and academic and professional staff.
Professor Dr. Mohammad Rida Fadlallah, President of the University of Sciences and Arts in Lebanon, stated:
“This protocol represents an important step toward strengthening the partnership between universities and security institutions. It provides an opportunity for ISF personnel and their families to advance their university education, thereby developing their capabilities and enhancing their role in serving society.”
For his part, Major General Raed Abdullah, Director General of the ISF, noted:
“Cooperation with the University of Sciences and Arts in Lebanon opens new horizons to enhance the knowledge and skills of ISF personnel, contributing to improving their scientific and professional competencies, which ultimately benefits the performance of the security institution and society as a whole.”
This protocol represents an extension of USAL’s mission to serve Lebanese society, promote higher education, and link it to the needs of national institutions, thereby achieving sustainable development and building capacities capable of meeting the challenges of our era.
